Frank Vinelli , 31, of Nabby Road, Danbury, was held on a $100,000 bond after the arrest at 2:05 p.m. He was charged with possession of narcotics, possession of narcotics within 1,500 feet of a day care facility and possession with intent to sell within 1,500 feet of a day care.
