When a fleeing suspect crashed his car on Route 7 one afternoon two weeks ago, backing up traffic well into rush hour, police thought they had captured someone with a long history of drug charges and convictions. But they soon realized that the badly injured man taken to Danbury Hospital that day, and later transfered to Westchester Medical Center , where he has been ever since, was not Andrew "Moe" Parra .
