Danbury plan to merge city and school services put on hold

On paper, the way to meet the rising costs of providing government services to a growing population is to streamline the way a city does business. So Danbury Mayor Mark Boughton is backing off a consultant's recommendation to merge duplicative departments at City Hall and the city's public schools -- at least for 18 months.
