Danbury housing more than its own homeless

The city's chronically homeless population is shrinking, according to a recent study, but its shelters are as crowded as ever -- and not just on nights when the temperature plunges below zero. However, a one-time count, conducted each year tallying the number of homeless on a particular night, showed 148 people at Danbury shelters one night last January.
