A $1 billion plan to widen Interstate 84 from the Danbury Fair Mall to the Bethel line will happen only if Connecticut makes a historic change in the way it thinks about modern transit, state and local leaders agree. While politicians and business people in greater Danbury applauded Gov. Dannel P. Malloy 's announcement that a 5-mile stretch of I-84 would be part of his 30-year vision to modernize Connecticut's infrastructure, leaders here and in Hartford agreed this week that the real challenge is changing the way the state plans and pays for transportation improvements.
