The state Department of Energy and Environmental Protection is backing away from proposed stormwater management regulations that have been criticized as being too costly and even referred to as "burdensome and absurd" by Danbury Mayor Mark Boughton. After a month of opposition over its estimated $100-million price tag, the latest version of the proposal would cut down on the frequency of catch basin inspections and cleanups and allow towns and cities to develop leaf-management plans rather than mandate curbside pickup in 169 municipalities.
