Tom Foley announced an urban agenda Wednesday that would encourage development, foster minority owned companies and possibly win him enough urban votes to become the next governor. Flanked by four mayors of mid-sized cities including Danbury Mayor Mark Boughton, Foley said he would introduce legislation to equalize auto and personal-property taxes, saving city dwellers $30 million a year.
